Description:
Abstract:
This image tile is part of an orthophotography project covering mostly contiguous areas of interest in and adjacent to the jurisdictional boundary of the Mid Region Council of Governments (MRCOG) in central New Mexico. The project is known as the 2010 Digital Orthophotography and Elevation Data project. The project was begun and completed in 2010. The overlapped tiles of orthophotography are images which depict color digital aerial photographs acquired in the spring of 2010 during leaf-off conditions and in the early summer of 2010 over the mountainous areas to minimize snow cover. Lens and terrain distortion have been removed and tonal differences between adjacent images have been minimized to form a mosaic of the entire project area. The project area includes the Albuquerque Metropolitan area and both Western Plains, Central Mountains, and Rio Grande River Valley adjacent to the metro area. Orthorectified imagery is assumed to depict features at ground level, so above ground features may show some distortion from elevation. The only exceptions to this are bridges and elevated roads, which have been checked for distortion and true orthorectified when distortion was encountered. Each orthorectified pixel is exactly one half foot square throughout the project areas. Quality and accuracy of this orthophotography was evaluated with control independent from the photogrammetric solutions. The image products conform to American Society for Photogrammetry and Remote Sensing (ASPRS) Class I Standards for 1"=200' horizontal mapping. Project coordinate systems were based off the New Mexico State Plane Central Zone projection with the horizontal datum North American Datum 1983 (1992)/HARN and vertical datum North American Vertical Datum 1988 and units of US Survey Feet. Transformed projections and datums available in this project include Universal Transverse Mercator Zone 13 NAD83 (1992)/HARN, Meters.
Purpose:
The orthophotography is useful as a layer in a Geographic Information System (GIS) or in CAD environments and is intended to aid in planning, digital map revision, position representation, and spatial analysis. It is not intended to furnish measurements accurate enough for engineering design work.

Horizontal accuracy of all ground control visible in imagery shows a displacement of not more than three pixels (one and a half feet). Color balance is consistent across the project.
Completeness_Report:
Aerotriangulation results for all raw imagery was checked for horizontal accuracy. All visible control points were checked in orthorectified imagery for horizontal accuracy. All bridges were checked for warping during the orthorectification process and corrected. All imagery was checked for consistency of color balance across the entire project area. Twenty percent of final tiles were chosen at random for total visual inspection at full resolution to determine frequency of misplaced seamlines and other potential quality issues.

The horizontal positional accuracy and the assurance of that accuracy depend, in part, on the accuracy of the data inputs to the rectification process (elevation data, aerotriangulation control and methods, camera calibration, and source imagery parameters). These parameters are reviewed post orthorectification against the output imagery and initially validate the product is in compliance with ASPRS standards. Additionally, NSDI Part 3 Chapter 3 - (<http://www.fgdc.gov/standards/projects/FGDC-standards-projects/accuracy/part3/chapter3>) outlines process for determining horizontal RMSE and 95% confidence level for accuracy. Data deemed useful for this validation include independent higher accuracy geodetic control, GPS ground surveys, photogrammetric methods, and databases of high accuracy point coordinates. Check point locations are generally distributed more densely in the vicinity of important features and more sparsely in areas that are of little or no interest. This data set has uniform positional accuracy thus the points are spaced so 20% of the check points are located in each quadrant of the dataset. Tested 2.31 feet horizontal accuracy at 95% confidence level.

This value was validated with NSDI processes defined in part3 Chapter 3 - National Standard for Spatial Data Accuracy. ASPRS Class 1 Mapping Standards for 1"= 200' horizontal require an RMSE of 2.0' be achieved. Control points that were used to aerotriangulate the positions of the images at time of exposure were identified in the orthorectified images and found to be displaced not more than three pixels. All other ground features therefore should not be displaced from their true locations by more than an average of three pixels. Features not on the ground, such as building rooftops or trees, may be displaced.

Elevation data derived from two sources was used as input to provide ground elevations for the orthorectification process. Primary source of elevation data comes from a LiDAR aerial survey conducted with the 2010 Digital Orthophotography and Elevation Data project. The secondary source of DEM was existing elevation models built from previous LiDAR projects and autocorrelation techniques. The DEM data (elevation data) is suitable for most terrain analysis applications with the exception of engineering design.

Positions were then corrected and network adjusted via the federal government Online Positioning User System (OPUS) to the project coordinate system. Raw image data was captured using up to three Intergraph Digital Mapping Cameras (DMCs) having a focal length of 120mm, an effective charge coupled device (CCD) array size of 168mm across track (left to right) by 95mm along track (top to bottom), and a pixel size in its panchromatic band of 12 by 12 microns. Output images were created using post-processing software which removes lens distortion and pan-sharpens color data with a panchromatic image taken at the same instant. Each image had its histogram clipped to optimize contrast, and was sliced to reduce it from a 12 bit image (4096 values per band) to an 8 bit image (256 values per band).

Images were checked for errors. All identified errors were corrected and the image tile re-created. Above ground features obscuring ground features such as excessive building lean were corrected by replacing the building with less distorted versions from overlapping unrectified photos. Obvious color differences that remained between source images were feathered. Twenty percent of images selected at random were reviewed at full resolution for any other issues.
